Promotion from the Championship
Ealing, Doncaster & Pirates amongst others will see the RFU has changed minimum ground standards in the Prem to now only need a capacity of 5000 for promotion to the Premiership
Used to run around with an 11, 14 or 15 on my back.

I suspect that the league are looking at possibly losing one or maybe two teams this year so need to adjust the rules to ensure that their spots can be filled.

At the time of the audit in January 2023 a club must have a capacity of at least 5,000 plus planning permission to develop the ground up to a capacity of 10,001, with funding in place to achieve this.

That's a massive improvement & could really kick start development.
The 10k capacity doesn't need to be permanent. Bath's 10k isn't permanent, half of it comes down each year!
5k is a better capacity for clubs like Doncaster, Bedford, Coventry, Nottingham, Pirates to try & develop with good quality facilities to use in the Championship with the room to mount extra stands to get to 10k only after promotion is secured.
Also clubs further down the pyramid like Moseley (though they're fighting relegation from Nat 1 at the moment) can look at those rules as significantly more realistic & the 5k as a good target to get to just in the Championship.

I'm guessing again but is it a coincidence that grounds that can hold 10,000 fans is the capacity to trigger the duties and regulation (Sports Grounds Safety Act, Fire Orders and Medical Orders etc.).
If RFU are, as I believe a body with vicarious liability for the game then their legal advice may be that Certification and regulation by Local Authority and Fire provides some degree of mitigation.
Its the ground capacity potential and not the quality of the team playing thats blocking promotion.

Notts still have the option of Meadow Lane which is over 10k anyway. Lady Bay is on a flood plain which is why planning permission keeps getting refused (plus the sniffy locals don’t help) Our ground capacity at the minute is about 3.5k. Even 5k is a pipe dream and 10k isn’t happening.
