What I would like to know is that there are still some ladies who retire before the age of 65 as age equalisation does not come fully into force until April 2020. Does this mean that they are denied OAP rates when applying for tickets? If so isn't that illegal?

The answer to your two questions is 1) Yes and 2) possibly. Leicester Tigers is a private entity so the club is able to make their own rules which may or may not comply with modern expectations, just as some golf clubs do not allow women to be full members, the R&A being the most obvious and vociferous upholder of this ancient rite. In Scotland you cannot obtain concessionary ticket prices for anything unless you can prove your residency in that country. You also can't use your English, Welsh or Northern Ireland issued bus pass on Scottish buses. They too are only available to Scottish residents.
