Problem with Country of birth only as I see it, a player born in an obscure non rugby playing country comes here to live and work legally etc, and develpos into a great player, should he be denied the opportunity to play for a Nation, as his country of birth does not play the game? There really has to be some let out.

We live in a global world economy. People travel for work often on assignments or secondments for a few years at a time. Baby’s are born .. does that make them from that country (obviously legally it usually does) but should they be forced to play for that country if they happen to be good at sport .. or is it more likely the place their parents are from or were that have subsequently lived that is more important.
Our own Cam Henderson, was born in Hong Kong for example. I have no idea the circumstances, but, does anyone really suggest he should be only allowed to play for Hong Kong?

You dont know the conditions on people births, for example, my brother was born in Singapore so makes him Singaporean, but due to being with the British army, documents had to be signed to establish him as British other wise he would be called into national service and would have to go back to a county he has never lived in.
So does that make him foreign?

In our sport.young men and their wives are often playing in a country not of their birth, they have children born in that country and then at the end of their contract return home, to what nation do their children belong? The same applies to many in other professions, the rules as they stand need changing international qualification should be country of birth of parents nationality or a minimum of five years residency and citizenship. Of course there are problems with British citizens who may be multi-qualified for two or three of the Home nations.
