If it was up to me I'd have a 2 tier B and I league with the SA and Italian teams. 16 teams in the HC,top 5 from both B and I leagues and the Top14. The 16th team would be the HC winners but if they've already qualified then the CC winner. If they've qualified then the 6th placed team with the highest points average from one of the 3 leagues. 4 groups of 4 like the old days,home and away games and top 2 from each group straight into the QFs. Problem solved, easy!
