It's not a rule but it is normal.

However it can be got round in exceptional cases, IMO with the potential of MND to deteriorate there is exceptional circumstance that says they should give it to him while Rob can celebrate it with him

As with happened with Dame Deborah the bowel cancer campaigner, who Prince William got an honour sorted in a very short space of time due to her ailing health
