The daily mail article on Watson staying with us states we're looking at signing him with no form of central contract. So no support from the RFU.

I, for one, would be happier if we could afford him without RFU involvement. It was nowhere near the level of Sarries cheating. Tigers' previous management thought they were exploiting a valid loophole but by the time the salary cap manager came along and disputed that all had changed at the top. There was no point fighting it as it was only ever going to be a fine and they could easily have run up legal bills getting on towards the amount of the fine anyway.

When it was set up it wasn't even a loophole, the original salary cap was very much pro players getting paid outside the cap directly by sponsors!
