If a referee says he saw the ball on the ground then one has to believe him . Firstly he has gone round and looked through/between the bodies and sees in physically there which could have been wriggled and forced down after the bodies block the TV camera viewpoint. He sees it with his own eyes just as every ref ever has in every rugby game since the sport started (that aren’t on the television).
Secondly the television doesn’t necessarily show the truthful picture when it comes to grounding of a ball. For those who are regular watchers of Test cricket on TV you will be familiar with the TV replays and umpires judgments on the common question “did the ball carry? “ Often it looks on TV as if a nicked ball does not carry to the slip fielder for example, however the fielder is adamant it has. Often the TV pundits, ex Test players seem to agree with the fielder. The cameras give an odd distortion ( that the experts call “foreshortening” of the lens) .. it’s seems to show the ball on the ground at the same time as the fingers under the ball .. which is obviously not possible.. I think something similar happens in rugby. You can’t really tell .. that’s why I prefer to trust what the referee sees.
