I don't think that legally they'd have the levers to do so. Hence they just fined and relegated them. Which, obviously, Sarries thought was the better outcome of the two scenarios:

Relegation and a £5-6m fine OR open their books.

You have to wonder why they chose the former.

The Salary Cap Manager has yet to find any salary cap breaches of their own accord.

PRL are just useless.

The Ruck might be using a rather loose definition of salary, perhaps including sponsorship or other earnings. I'd take it with a pinch of salt...

I think again that comes down to the information they are allowed to access. It’s only post Salarycens that the PRL board introduced the requirement for the champions to undergo a forensic audit of everything related to player remuneration, which even goes as far as personal financial statements and related messages IIRC. So, thus far both Quins and Tigers have had these (which take about 3 months).

I suspect the vote on that was 12 to 1!
