Because it would increase his earnings.
New contract means longer till the 60 cap rule comes in. He can earn more here in England atm so with a new contract before he's capped he'd earn more and still be eligible for Wales.

So the Wales rule is that after you are capped you cannot sign a contract outside of Wales to remain eligible.
