HMRC would have no interest in the salary cap.
Their role is to collect relevant taxes from employers and employees.
Their interest in rights payments to individual players would be more about ascertaining whether these were appropriate to be paid to a 3rd party company and thus taxed as profits/dividends rather than salary. If a club employs a player it is hard for them to pay the same player via a company for work (like photo shoots) without HMRC calling it pay and demanding payment be made for NI and PAYE.
They cracked down on plumbers and electricians working as self employed when pretty well all of their income came from a single building firm deeming them employees and not sub contractors.
The league rules are similar but their powers of investigation are somewhat less. They can't insist on seeing Mrs Ford's company accounts to see whether or not Matolli Woods are paying her. Example rather than literal fact.

Just before the Boxing Day match, SB was giving the press briefing and talking about teams that had rest weeks usually winning... that Bris coaching team had been together for ages... and that Bristol Bears had the biggest budget in the league. Which I find interesting in the light of the investigation.

I thought the Bristol Chairman had said they were under the cap? With Piatau and Radrada as marquees there aren't that many big players left to get under the cap. Given they've just brought in Ibitoye from his Israel sabbatical they must have had some cap to spare.
As a caveat to that they probably do have the two biggest marquee signings in the league.

Ok so there may be a bit of overlap, but he joined summer 2019 wasn't it, or possibly a bit before?
This to me says that it's likely we're ok the following seasons:
21/22
20/21
19/20
Now I know it said these investigations can only look back 5 years so it likely only affects the earlier seasons
18/19
17/18
(16/17) not sure if this one is counted inside or outside the years in question.
