Nope, the point I made is what law can a non player be cited for? Games are played under laws, matches/leagues are run under rules, just a point of interest!

Well they've been banned for a week anyway. "conduct prejudicial to the interest of the game".

That sends a rather weak signal.

Pathetic really. In the community game the rules are all team officials have to be inside the technical area except physios (with the refs permission), no reason elite rugby cant do the same.

I suppose, now they've been sanctioned, if they do anything again they'll get a much heftier outcome.

I believe that the Technical Area is restricted but Medics are allowed to be positioned around the pitch and also used as watercarriers in a limited capacity.

Are the RFU not wanting to set a strong precedence on 'waterboys' when there is the international question of DoR's doning the Bib and coaching outside of the technical area?

The regulations:
3. Roles of Personnel in the Technical Area (a) Water may only be taken on the field during stoppages in play for injuries in the playing area and when a try has been scored. Water carriers must remain in the technical area at all other times. (b) The two water carriers are not permitted in the playing area during penalty kicks at goal unless one enters the playing area with the sole intention of providing a kicker with a kicking tee. (c) The two water carriers must not obstruct, interfere or aim comments at Match Officials except to notify Match Officials of a severe injury when requesting that the Match be stopped. (d) Players may come to the touch line adjacent to the technical area to receive water.

The regs allow one medic to "keep up" with play either side of the pitch to provide a medical response. Not just water. It seems pretty clear from the above that they shouldn't have been behind the goal in the first place.

4th official should be policing that then?

At least a weak mark has been put down for this season.

Lee Blackett says the judgement is "making a mountain out of a molehill" and "I haven't found anyone in the professional game having an issue with... water boys"

The 4th Official is responsible for the Technical Areas for both sides and it is a tough task when you have 8 subs plus non-playing staff on each team to control as well as communicating any changes with the Ref. Teams are told that non-medical staff are only permitted on the pitch when the stadium clock is on hold. However, you do see water carriers going on when penalty kicks or conversions are taking place. Most teams are respectful of this request.

Ref. Oldhob; Lee Blackett would say that wouldn't he? His staff are at fault! Molehills have a habit of becoming mountains without caution.
