Given the quality additions in the pack such as Lavanini, Green, Liebenberg and Taufua, wouldn’t be surprised if his cap had already been spent.

22 players out, not including Grahamslaw for whatever reason. I'll give you 21 and discount Tait as he did not play last year so wouldn't have been in that salary cap.

12 new in + 8 development to "first team" promotions + 11 academy to development squad promotions+ 2 loan players.

Counting those development squad promotions is a bit sneaky to me, they are not new players and if they have new contracts that's just in the mix with all sorts of people who get new contracts each year.

Their cap will be added to the salary though everything adds up and you have to factor them in along with new contracts when talking about cap space.
Also
Ma'afu - Injury signing no cap
Clayton Blommetjies - Injury signing no cap.
Varndell - Didn't get paid anything
Sarto - injury signing no cap
Harry Mahoney - Development squad not senior squad.
Sam Grahamslaw - Also Development squad so not in the senior cap.
James Voss - Cap was freed up hence why he never played for us and was on loan all season.

Sadly none of us are salary cap experts. Of course if there was an element of “timing” (the least important thing in the big scheme of things), it would be advantageous to have a decision made before the cap is “set in stone”/declared for the season etc, as a club would be free of the limitations imposed on bring in an injury dispensation (essentially free to bring in anyone?).

But these are murky waters, and in the situation, trivial administrative considerations compared to a human being’s long term health.
Talking to people at the back end of last season, I was reassured that DD's physical health and emotional well-being were the highest priorities. Sadly though, he couldn't run without getting a headache and they knew that he was very unlikely to play again. I'm no salary cap expert either but it was evident that they were!
We may have spoken to similar people. I think the timing of an announcement, seeing as the prognosis seemed fairly bleak, was always going to be done in both parties’ best interests.

Makes sense, if you think of the backrowers who’ve left and the incoming replacements.

Williams - Taufua
Denton - Liebenberg
O’Connor - Reffell
Evans - Coghlan
Mapapalangi - Lewis
Tuilagi - N/A

Expecting big things from Reffell next season, really has the ability and leadership to make a mark on the squad. Given we only have 4 locks could see us still being on the lookout for a backrower post the World Cup, any Pacific Island bolters.

How can Liebenberg be Denton's replacement? They did not know Denton was definitely retiring when they purchased him. So surely there's Denton's salary money left in the kitty

It is possible Tigers knew the outcome of Denton's medical decision before it was actually announced publicly and signed (not purchased) an available replacement in anticipation of the final decision.

Green, Wells, Spencer, Lavanini, plus Jordan and Lewis.

Tevita Ratuva of Fiji I believe could be available, not sure how is contracted to Bordeaux but I think it was only a developmental contract.

A) Tigers may have known for some time he would retire and so chose to announce it at a mutually beneficial time.
B) If Denton didn't play his salary wouldn't count towards the cap. Even if he hadn't have retired it was more than evident he wasn't going to be fit to resume playing again this year so Tigers reinvested the money in someone they knew should be fit and raring to go.
