Nothing to stop people going into business together. Nothing to stop people investing in property together. There's no 'London allowance' related to the salary cap so why shouldn't Sarries provide their London-based players with a bit of help with accommodation which is much, much more expensive than, say, the East Midlands?

They know it's wrong. Even if it's not "legally" wrong, they know it's morally wrong.

As I understand it, any arrangement with the club or person(s) associated with club falls with in the wage cap.

This calls into question the ethics of the players as well - sadly. Unless they claim that Saracens told them that this was being reported to PRL, when it wasn’t. May be each player should sign off on the payments / benefits they receive from the club as part of each clubs submission to PRL - rather like a tax return.

Whether legal or ethical is a good question.
If he has brought the game into disrepute maybe Wray shouldn’t be allowed to sit on a board of rugby directors.
A bit like how in Football you have to pass a test before hand.
If we look at how long Blake got banned for betting if this is a breach each and every player should get similar sanction.

I also think the punishment should be for the chairman, the club and player

If there are 4 "arrangements" that are known about it begs the question how many others are there or have their been over the years that we don't know about or have had a blind eye turned to by PRL?

"Under the salary cap regulations, all 'contracts' or 'arrangements' between a club (or any connected party) and a player must be declared to the salary cap manager. The regulations also state that 'any accommodation or holiday cost' is included in the salary of a player".

Players (business owners) will be required to file a tax return by law anyway, so why not ask them to declare it to any investigation.
