I have just come across this link on the ECC website, so it seems pretty official - http://www.epcrugby.com/news/36942.php#.WjjuGtJl_RY - it appears to relate to Manu's hit on Cloete after he cleared up May's kick and chase.

Looking at the replay it does look high-ish but hardly worth of a red (required for a citing). I don't know if there are any other angles, but it none of the Munster players (apart from Murray) react and with TMOs' attention to detail, you wonder why this wouldn't be picked up at the time.

To be honest I think he is alright with that one. I thought he might get in trouble for the earlier hit when Cloete is going to ground and he gets him with a shoulder.

This is a complete farce and proof that the citing commissioners are completely incompetent, together with a number of referees [directives of World Rugby]

I am not blaming the referee for the loss at the weekend. We deserved to lose. [Full stop]

What completely bothers me is that direction World Rugby is going to make the game more "entertaining" by making the game "flow" better is annoying those of us who actually know the rules of the game. It started with feeding at the scrum, now it is allowing forward passes and knock ons. The referees have maybe been given these directives, so maybe some of them are not completely incompetent, but misguided, but I am slowly getting to the point when I cannot watch the game anymore out of pure frustration. This is not just this weekend or last, but it has become worse over years. I don't want rugby to become a theatre like wendyball has become. I love the sport not "entertainment".

Presumably, if he had lead with a forehead to the face and then fallen over it would have not been a citable offence?

Looking where his right arm is wrapped below the Munster players shoulders.....and the tackled players legs are bent and he is going down.....dont see much wrong with it to warrant a citing.

Well at least we have consistency. Incompetence at all levels, referee, linesmen, tmo and citing commissioners.
