Its not just two teams, its pretty much every team who are not keeping to it.

Having said that, the money does get through to the players. The issue is the league cannot continue to attract or even keep the best players available in the game without increasing or getting rid of the cap.

The simple answer to this is for a European Club Cap. Whereby all clubs agree an upper limit.

You then regulate the cap by ensuring all clubs pay a minimum amount to any signed player for a season.

Then put a regualtion in place that says at least 15 of their matchday squad must be qualified to play for the country the club is based in.

That way the clubs can pay the plyers the big money they want but we stop a Toulon situation whereby they can just keep buying up every superstar that they want.

Chip chase, the problem is that the clubs are businesses, and the regulations you suggest could be deemed anti-competitive. What would happen is that the best funded teams would start a Euroleague of their own, and I imagine we would want to be part of that, rather than be left in a second rate premiership.

The answer is to police the current regulations properly.

Yes butnoring fleabean the current regulations are not policeable otherwise pretty much every clubs wouldnt be ignoring them.

They ARE policeable but the commitment isn't, for fear of "damage to the sport", the reason given for shelving the enquiry ahead of the WC. Sadly.

How do you police someone being given a bag of £50 notes or being given a £500,000.00 flat in their home country?

Can be done by the Police, Inland Revenue or their counterparts overseas etc.

However as it isn't necessarily illegal they won't be using their powers to investigate simply because it breaches the league agreements. Non-dom foreign players having earnings in foreign countries may well not be subject to UK taxation. Even harder to find if it paid by a company's overseas operation to the a company in which the player or their spouse is a shareholder.

As for the league they have as much access to information from the banks as any other member of the public. They may be able to use private investigators but couldn't really use the information as it would have (probably) been illegally obtained. They rely on disgruntled staff or players to blab.
