Oxford and Cambridge should merge to combat MIT and Harvard?
Of course that is how the Welsh Regions were formed - and now have a salary cap £1M lower than the English "club" sides.

I've never been a fan of "big is beautiful". Bigger schools, hospitals, police stations etc and less of them carries the theory that you save money by creating massive centres of excellence and you can afford really good equipment.
But what really happens is that half the staff stop caring and the other half are off with stress.
