Yes there were other low capacity stadia used in RWC2011 but that is becase NZ has very few large stadia in the entire country.

If WR is used in 2015 (which I believe it will), I expect it to only get one or maybe two midweek games, most likely involving tier-2 nations.
We wouldn't get any of the "big" games, though there would be the possibility that we may get a tier-1 nation vs a minnow for one match.
