2 possible factors, 1 will be financial. Secondly the coaches already have a knowledge of these players, strengths weaknesses etc, so won’t be starting with a clean sheet. Looking at the quality that has come through in the last couple of seasons the signs are hopeful.

We can see from the ages of some of the players we are bringing on board and retaining (Ashton, Gopperth, Green, Wigglesworth) that we are going, at least partially, down the moneyball route (or SB just really wants that experience in there). So it makes sense that we would do the same with youngsters and aim to bring more through.
There's also the importance of continuity in the team - it's better to have your squad fillers, your back up players, to have come up through the academy and stay for years rather than journeymen who you're swapping every year. I would rather have a homegrown player for ten years, than a sequence of 5% more talented players that get changed every 2 years. The latter is what we did through The Bad Years and it's no surprise that we lacked any kind of identity and had no success.
We don't just need the kids who might be the next Manu or Steward, we should be looking for the next Charlie Clare as well (and keeping hold of him this time).
Hopefully it's also the case that it's a strong year!

Don't know if it's a moneyball thing.
It might just be a case of the club rate those 9 players enough to give a contract.
It's a talented bunch who had missed nearly a their first year or so due to Covid and have grown throughout this season.

Kudos to Cloughie back in the late 70s early 80s. All Forest lads had to go to college to learn a trade etc. If they ducked, they were out.
