Countdown clock

Yippee - The SA have got this mostly correct. A countdown clock for penalties/conversions is totally correct but not sure about scrums and restarts. They do need to be speeded up but not certain a clock is the best or safest way of doing it. https://rugby365.com/tournaments/super- ... own-clock/

I think you'll see more players take their entitled full 60/90 seconds which will slow the game up. Not necessarily a good thing IMO.

But then we can cut the limit, if it is clearly too long. Also, we already have this in France and there has not been any observed negative effect like this. What there is dicing with having the kick ruled out, this happens at least once a season in France
