Time wasting

After Luke Peace set a precedent of timing at the rucks and scrums when are we going to see this implemented by the rest of the sirs. The time that the glaws kicker takes way exceed the time allowed. When the ref calls use it let him count up to five, if not used by then blow up.

Not fully thought through, but couldn't the TMO do the timing? Just tells the ref if time is up.

Other leagues have a countdown timer displayed on the big screen when place kicks are taking place. TMO or similar starts the timer once the tee is placed on the ground. This means that all parties including the ref, kicker and crowd can see how long is being taken. The other answer is to follow american football where no time comes off for a field goal or point after attempt.

I rather think that the time wasting refers to kicking in the course of play - from behind rucks and mauls - rather than place kicks which are already regulated.

I'd say the vast majority of all place kicks are well under the legally allowed time, displaying the time allowed would only drag out the process. As for a slow breakdown, refs have the countdown solution so all they have to do is apply it, lazy reffing!

Not sure where this sits re gamesman ship, time wasting or just winding up but it concerns scrum halves. Generally a nasty, chopsy species who are really confident, and brave as long as the eight man bodyguard is there.

Anyway whistle blows, at a scrum, say. The 9 who has been penalised then casually walks off with the ball and drops it 10 or so metres away from the point of infringement, closer to his defensive line buying time for his side to get back.

Meanwhile the side who have the free or penalty have to move forward get the ball and then retreat to take the kick from the mark.

The solution is easy. Sir awards the kick from where the offending 9 drops it... Eventually.

That is more about giving your team time to line up and prevent a quick tap penalty before your forwards have got set. If he has the ball he'll just stand there with it feigning he thought it was their team's kick, rather than taking it backwards. So end result would still be the same.
Used to run around with an 11, 14 or 15 on my back.

The laws already exist to ensure there are no unnecessary delays:

Law 12.b - A 22 metre drop must be taken without delay. Sanction: Free-kick.
Law 17 - When the ball has been clearly won by a team at the ruck, and is available to be played, the referee calls “use it”, after which the ball must be played away from the ruck within five seconds. Sanction: Scrum.

No more laws required, refs just need to do their jobs properly and consistently!

Brilliant ideas! Let's put some pressure on referees to enforce the laws.
