Can anyone explain the logic of a stadium announcer and an empty stadium?

Daft as it sounds, and this is only a guess, but it might be that the use of the PA is part of a mitigation for one or more risk assessments around emergency situations and being as how he's there he might as well announce scores.
No, not that one!

Remember, whatever you do to the smallest of the backs you do to his prop, and you can't avoid the rucks and mauls forever...

I know you don't like it when I boo him but how else will he know he's wrong?

There are still people in the stadium who are with the teams and it also adds to atmosphere for videos at a later date.

I suspect the announcer, music etc are all to try and keep the match day as close to normal as possible.
