We used to be really good at cheating.
If Chiefs and AB's are doing it, why isn't everyone else?
Or are people saying that refs are influenced by the fact that they are top of the table and therefore mentally assuming they are just better... seems a stretch to me. Especially in the UK were everyone loves the underdog.

You only have to punish the over runs on a regular basis then teams will have to find another way to compete. In other words do their jobs in order for other teams to compete on a level playing field. Just because a team is flouting the rules and receives no punishment, does not make the rule redundant.
