It seems that Jonah Holmes is fed up with Pivac ignoring him, and is looking to move away from Wales, https://www.bbc.co.uk/sport/rugby-union/61177246. Wing is pretty competitive for Wales, so I can understand his wish to leave, but I can only assume it'll be for family/lifestyle reasons as he's not going to be the star of any English, French or Irish team.

Frisch also joined on a one year deal and had quite a few suitors, the numbers presumably growing the more he played. Cap coming down, Bristol struggling to get under it and him wanting more money meant he was going to have to go.
