If you read the ruck article, it suggests you read another great article entitled "Tigers set to sign Lewington and Isiekwe".

Lots of ifs, buts, maybes and wild speculation but...
Assuming all six named players are leaving the club, and assuming the club will now look for replacements, there should be roughly the following available budget (back-of-the-fag-packet, off-the-top-of-my-head figures assuming Manu was on 500k as widely reported and working backwards from there):
Manu - £500,000
Taufua - £300,000
Veainu - £250,000
Bateman - £150,000
Eastmond - £150,000
Reid - £100,000
Total - £1,450,000
Total minus 25% pay cut - £1,087,000
That's a lot of money to be playing with.
Now assuming the club wants to use all of that money for replacements, that would roughly equate to two international superstars, three good established international players, or four very good club players. At this late stage, I would think maybe we might not see all (or any) of the replacements signed for the 2019/20 season but instead they would come for the start of the 2020/21 season in November, which would open up possibilities for Super Rugby signings.
So what does the club absolutely urgently need? Probably a centre (preferably 12), a back row (preferably 8) and a prop (preferably loosehead).
This of course is not taking into account any players that were already signed and and not yet announced.

I think 13 would be more urgent than a 12
Prop all depends on Gigena for me.
Certainly need a 15 or wing.

Seems in the clubs mind July 1st was D day, so time to draw a line in the grass and move on, there is still more than enough talent in that squad to make top 6 next season, let’s not run before we can walk.

When you look at a first 15, we're fine for this season.
Once you get into a second 15 or a second 23 things start to get a bit scarier. Cover for the back 3 would be the most urgent for me but even without that we could get through the remainder of the season.
There are plenty of good Premiership players available.
