It wasn’t a definite it was a “we’ll see” perhaps the club is just waiting for confirmation that their signing/s will be available to arrive on July 1st which in the current climate is a difficult certainty to guarantee.

What I understand him to have said was that they were working to finalise a signing, and [quote]hopefully[/quote], they could announce it early this week.
