This was in the Rugby Paper some time ago:
"The reason Steve Borthwick hasn’t joined Leicester Tigers yet.
Steve Borthwick’s move to Leicester has been delayed as the Tigers season continues to go downhill.
The 39-year-old’s anticipated move to Welford Road was expected to take place after the World Cup in Japan, where he worked as England forwards coach.
However, the move has gone quiet and according to The Rugby Paper this is due to Tigers failing to reach an agreement with the RFU. "

His signing has been confirmed by the Tigers and Maro Itoje was filmed making a speech after the Wales game thanking him for all his work and wishing him all the best in his future role. The Rugby Paper's supposition refers to "Tigers failing..." - an implicit suggestion that the delay is somehow our fault.

I think the operative words in The Rugby Paper segment "Tigers------ Failing" rings right at present
Is he having a "Well deserved break after 6N"?
Relocating?
Or more sinister the terms of working compromised?

They wanted to reach an agreement, but did not, so they failed to do so.
Anyway, old news and probably irrelevant now. Whether he joins next week or after the tour to Japan that may or may not happen won't make much difference.

Anyone following "The Next Level", the U-Tube series on the England squad, will have seen the emotional farewell between Steve Borthwick and the England players immediately after the England-Wales match. It's suggestive of two things; 1) Borthwick's time with England is over, and 2) that England have called "time" on this year's 6N.

Borthwick apparently handed in his six month notice in November, so will probably be starting at Tigers some time in May.
