I guess for the first 3 games of the season he won’t be a liability as he is banned. He is also according to the bbc the most sin binned player in Argentina rugby history.

Does that actually mean in games playing for Argentina, or in all games?
Either way it's his stats going forward that count and hopefully he will be a high level contribution to our forwards who for the past few seasons have been lightweight behind the props. Utility back/second rows are useful as bench options but we have been blighted by having too many when we needed specialists starting. Looks to have been addressed so far this season.

Given the sinbin has only been introduced this century and Argentina have only played regular high pressure tests since 2013 (i.e. the start of his career) it is not overly surprising that that record is held by a current player.
Without further details (i.e. he is on 5 in 50, is the next on 4 in 25 or 3 in 100) the statistic has limited value and meaning.
Lewis Moody received 14 yellow cards for us in 216 games (170 starts). He was still a very effective player in a very good team. Slater received 9 in 136 games (96 starts). Neither of those were considered particular liabilities.
I said in a post when we signed him that he would be a liability, but was shouted down for saying it. People said he had learned his lessons and much better now. Well this goes to show that he hasn't changed.
Yes he may provide the grunt and toughness that our pack has been lacking, but if we are going to lose games with him getting red carded and have him banned for most of the season, then it's not a good signing.
I read somewhere this week, that he is the most carded Argentine international of all time.

Going from him getting this red card to "being banned for most of the season" is stretching it way too far IMHO. It is possible, but not a given, which you sem to imply.
Total of 6 yellow cards over about 100 matches, very similar to Mario Itoje's record and in fact not much worse than Telusa Vieanu but hey lets give a dog a bad name. I am sure there are many players with worse disciplinary records that many would want to come to Tigers and many New Zealanders that were they not All Blacks would have had much worse crime sheets than they do.
Lets just give this guy a chance to see what he can do for our team before campaigning against his signing. I doubt there is a top player that has not had a yellow in his last 100 games and especially not a forward.
