I thought some level of eyesight would be mandatory and an understanding of the principles of the game if not some of the rules.
Having witnessed not just dire TMO performances over recent years but also equally poor displays by referees and touch judges you could ask that question in respect of all the officials

I may have missed something, but when did the question the ref asks change. Noticed this World Cup that instead of the "any reason I cannot " type questions now they are saying " on field decision is/not a try". Better in my opinion
Agreed. As I've said many times, the question should be "This is my decision - you've got 20 seconds to stop me making a prat of myself!"
The only problem there is that a recalcitrant TV editor can then affect the decision by being slow to show a particular angle. Wales, I'm looking at you.
