In addition to the comments already made, the host venue often has to pay a hosting fee to the event sanctioning body (ie Tigers would need to pay a fee to RFU/PR etc to host the event).

This fee provides for a guaranteed return for the organiser and puts the risk on the host venue if the attendance is below the desired level. While it can raise the profile of the host venue, it can also expose them to a bigger financial downside than the potential upside, for example if the "wrong" teams make a final, or if the weather on the day reduces walk-up attendance.

I am currently operating in a different sport and a different country but I have seen first-hand how much National sport finals and International sport matches can cost to host (eg the upfront fee to the organiser), how much they cost to operate, and how much hassle they can be to market and to run!
