Don't think that playing at a junior level prevents selection at a senior level for a different country.
I think Wales named their under 20s as their "Second" team to lock players in, but for most countries it's senior level play that counts.

I don't think he played in a actual international IRB comp though. Seems Tyrese Johnson-Fisher is still with us, didn't know he was still U18 this coming season.
Hopefully he is starting to look at Rugby being his full time option.
