It does depend on what the ref asks the ARs to do. Several refs (mostly French) are willing to have consultations, and go with AR decisions. Some do not. So it is really the refs to blame as usual

The Ben Youngs tackle was fine in terms of height but neither the ref nor the video ref were remotely considering the actual offence of the tackler not retreating 10m.
We all complain about slow ball yet the quick tap penalty is seemingly dying because refs are unwilling to penalise players who don't retreat.
