I guess that the powers-that-be decided that Cardiff made the most sense because it is guaranteed to be a neutral venue for the two finalists :smt002

I believe the three options for hosting the final are Twickenham, Murrayfield and the Milennium Stadium. Therefore, two of them would be neutral venues. :smt002

I'd have guessed all 3 will neutral venues.
