How can you have a professional game with no competition for promotion/relegation?

fair point about barwell and the rfu. does anyone remember the theories that flew round when quins were teetering on the edge a couple of years back?
if the rfu didnt ride to their rescue they are hardly likely to move to help saints (or wuss for that matter - still 2 rounds to go!)
