The simple answer is to change the law to say that "Any pass where the ball does not clearly travel backwards ie towards the passer's dead ball line shall be deemed a forward pass" All referees and TMO's should be applying the same standards at all times at whatever level.

The Genge yellow should never have been yellow. The quins player was already off his feet laying on top of the ruck and had his hands on the ground before Genge arrived so was commiting an offence that should have been a penalty to tigers.
