Essentially, a hybrid of the current system and central contracts, with the RFU paying the players fully and directly for the time they’re away rather than the failed “pay part of the cost of access to the player...

Going into the World Cup without a contract already signed for next season would be a very hard nosed, not to say risky, negotiating position. A bad injury and he could easily find himself unemployed and funding his rehab and recovery himself.

While personally, I've done with European competition, I'd be amazed if Tigers did anything to suggest the same. Any press release or team selection with a whiff of "we're not going to bother, because we're not good enough" would surely be unthinkable by the club.

Personally wouldn’t be happy with a British league unless there was a standard salary cap across the board. And some institutions wouldn’t wear that!

Where there is already a base, I do think there's an element of build it and they will come. For example, Wasps showed that some support could be drawn out with attractive rugby.
