I'm not sure the board can be directly responsible for the poor play - that's down to the players & coaches.

Perhaps their role should be to make sure all of the coaching staff are singing from the same hymn sheet and those that undermine the head coach are sorted out.

Don't allow a replacement

If a side doesn't have a fit substitute and as a result is unable to field a front row thus forcing uncontested scums then it's simple - don't permit a replacement to come on.
