I understood that, hence discussion of players being treated in other parts of the pitch while play goes on/is resumed. In this case I'm talking about all treatment. Heinz was off the pitch, the fact the Youngs wasn't was due to the England's paperwork/organisation and the 4th official, not the ref....

But I'm yet to see this actually written down anywhere. All the match reports that talk about the incident cite how it's not actually a regulation. I'm happy to be corrected if someone can actually find proof of it!

Does it actually say in the laws that you need to wait for the sin binned player to leave the field of play? Golf, tennis, badminton and boxing are all more popular. Plus competitive swimming and running.

Rugby is very much a minority sport when it comes to participation.

It will become meaningless - literally, the only way a championship team will beat any premiership team over two legs is to have an incredibly expensive squad already in place, effectively buying their promotion. If it was a one off game then you might get the odd surprise, but even that is unlikely...
