The statement sets out that the procedure to be followed (eg enhanced investigatory powers) would be the current procedure, but that any penalties applied would be those in force at the time of the breach. I think that's where the confusion in some of the reporting comes from.

The bit that got me was the line about the judicial officer having regard to the fact that 'there was no direct impugning of the TMO's integrity' in mitigation.
After all, that's much worse than intimating there is a structural problem with cheating in refereeing.

Granted, the Irish courts have deemed him and his mates not guilty. A decision which many legal commentators in England and Wales didn’t agree with but nonetheless were found not guilty.
